Stuck between two agency partnership models - flat retainer vs revenue share

I've been running a small web dev shop for 2 years in Austin and got approached by two agencies last month. One wants a flat $2k monthly retainer and the other wants 15% revenue share on projects I bring in - which route worked better for you guys?

My last landlord raised rent $200 after my first year, so I'd rather cap my housing cost at 30% of income than gamble on another spike. Doesn't that protect you more when the market goes crazy?

Wait, are you sure you can scale the revenue share without a cap?
