Reading a fire code update and saw something wild about smoke detector placement

I was going through the new NFPA 72 changes for 2024 and it says smoke alarms need to be within 12 inches of the ceiling, but not in the top 4 inches. I always thought it was just 'high on the wall'... found this in the actual code book from our local fire marshal's office. Has anyone else had to adjust their installs for this yet?

Seriously, it's a huge deal when it lands all at once. That much rain turns my backyard into a swamp and the street into a river. It's not just the number, it's how fast it comes down. My neighbor had water come up through the floor drains last year, ruined his furnace. It adds up quick when you're dealing with the mess.

The average rainfall in Seattle last month was four inches. That's a huge amount of water falling from the sky, @kim727. My basement flooded because the ground just couldn't soak it up fast enough. I had to replace a whole carpet and a sofa. How is that not a big deal when it ruins your stuff?
