Saw a commercial fire panel wired with zip ties instead of clamps in a Tacoma office building

I was doing a walkthrough for a potential upgrade in a three story office building on Pacific Ave. The existing system is maybe 15 years old. I popped the cover on the main fire panel in the basement and the entire wire bundle going into the cabinet was just held together with a bunch of black zip ties, no proper clamp or bushing where it entered the metal box. The zip ties were all brittle and cracking. I pointed it out to the building manager and he just shrugged. Is this something you guys would flag and refuse to touch until it's fixed? I'm thinking it's a clear code violation for strain relief.

Walked into a panel once in an old warehouse outside Puyallup and found someone used a coat hanger for strain relief. Looked like it had been there since the 80s. Brought it up and the guy said "it's been fine for 30 years.

That brittle zip tie situation is a hard stop for me until they get a proper clamp.

Absolute deal breaker. Had one snap on me last winter, total mess. Just feels cheap.
