Three years ago on a retrofit in Savannah, I learned to always check for old phone line voltage before touching the panel.

Oh man, that's a solid rule. I mean, it's not just old phone lines either. I've seen low voltage stuff from old security systems or even doorbell transformers just tied in there, looking harmless. You get complacent because it's a telecom block, not a power feed, but then you get a nice little bite. It's one of those things you only forget once.
