Tried a $15 breaker finder, ended up flipping the wrong panel and killing power to my neighbor's garage

I was tracing outlets in my 1970s duplex in Columbus last weekend, the little red light said circuit 9 on my panel but after I shut it off my neighbor banged on the wall, so has anyone else had these cheap tracer gadgets give false readings on old two-wire systems or am I just cursed?
