Saw a rat run across the dining room at a diner on Route 66 near Tulsa

I stopped at this old diner off Route 66 just west of Tulsa last weekend for a late lunch. Place looked fine from outside but I noticed the floor near the kitchen had crumbs everywhere and smelled kinda rank. Midway through my burger I watched a rat about 10 inches long streak from the kitchen to under a booth. No one working there even flinched I think they knew about it. Has anyone else run into a health code violation like this at a place that looked decent on the outside?

What if the rat's there on purpose because the owner is trying to get the place shut down for insurance money and doesn't want to do it himself?

Used to think it was negligence but this angle actually makes more sense than I expected.

Wait, you really think someone would go that far just to collect on a policy? A friend of mine used to manage a small apartment building and he had a tenant who kept complaining about mice. Turned out the tenant was leaving food out on purpose to attract them, hoping the landlord would let him out of his lease early without paying a fee. He didn't want to ruin the whole building, just get his own place released. So I could see someone getting desperate enough to stage something bigger if they really wanted out. It's a lot of risk though, and insurance fraud is no joke if you get caught.
