Changing my address took 3 months because of one tiny form

Moved to a new place in Austin back in September and thought updating my license, bank, and utilities would be a weekend thing. Nope. The DMV had a form that needed a stamp from my old county's tax office, and that office took 6 weeks to mail it back. By the time everything was sorted, I'd paid two late fees on a cable bill that never got the memo. Has anyone else had one dumb document stall their whole move-in process?
