My sister asked why I keep saying I'll move "next spring" and I didn't have an answer
She said she's heard me say that for 3 years now and asked what's actually holding me in Fresno. I finally admitted it's just fear, so I'm asking people here who moved with no real plan how they knew it was time.

Sounds like you've been running a "next spring" subscription service for 3 years and your sister just canceled it. Fresno isn't the problem, it's the excuse, and it's a pretty comfy one. Maybe tell her you'll move when the fear gets boring enough to beat the rent.
