Hot take: The game cafe in Portland had a 'no talking during setup' rule

I went to this place called Meeple Mountain in Portland last weekend and they actually had a sign saying no talking while you're setting up the game. I thought it was a joke until the owner came over and shushed me for asking where the dice were. Has anyone else run into a house rule that just killed the vibe right away?

They said it's a safety thing to keep everyone settled before the game starts. Still seems like a stiff way to run a place though.
