18 inch stainless header, same thing happened to me. Grab a ratchet strap and pull it in. If he's still mad just hand him the wrench and say "you show me.

Jumped right into it with a ratchet strap on a 20 inch copper header last spring. Had the same problem, line was off by about a half inch and I was ready to throw the whole thing in the creek. Strap pulled it in easy once I stopped fighting it and just let the tool do the work. Customer was watching me cuss at it for 20 minutes, once I got it lined up he laughed and offered me a beer. Sometimes you just need to use a little muscle with the right leverage, not brute force.

I heard some old-timer say once that "if you're not cussing at it, you're not working it" but 10 minutes over 3/16 sounds like the boss just needed someone to yell at that day.
