Did you find anything about who might have made a dubbed version like that?

Actually stumbled on something kinda cool a few months back. There's this small group on VK that specializes in really obscure dubs, like anime that never got official English releases. They did a version of a late 80s OVA that sounded exactly like what you're describing. The audio was synced weird and the voices didn't match the lip flaps at all. Might be worth checking their archives if you can navigate the Russian menus.
