Debate: Should you frame walls with 16 or 24 inch spacing?

I just finished framing a shed in Tucson and used 24 inch centers to save wood, but my buddy swears 16 inch is the only way for stability. Which one do you guys go with for a standard load bearing wall and why?

Are you sheathing the walls or just going straight to siding?

...and my buddy Paul tried the no-sheathing shortcut on his garage last summer. He figured it'd save a weekend of work and some cash, but the siding started buckling within two months (moisture got behind it, no surprise). Now he's ripping it all off and doing it right with plywood, which is way more work than just doing it the first time.
