Spent $400 on a 'pro' cable toner that was worse than my old one
Everyone says you need the latest gear, but this new unit gave false positives on every other line in a condo building. My old $50 toner from a garage sale is more reliable. Has anyone found a modern toner that actually works right?

Sounds like you just got a bad unit honestly. Those pro tools usually work fine if you buy from a real brand. Maybe try a warranty swap before giving up on new gear completely.

You mentioned that pro tools usually work fine from a real brand, but that's not always the case with toners. I've had the same problem with brand new, name-brand units. They'll pick up crosstalk from adjacent wires in a bundle, especially in tight spaces like condo risers. My old simple toner doesn't have that "smart" feature, so it ignores the interference. Sometimes the new tech is the problem.
