City's new harbor dive rules are messing up our work

The local port just made us give a week's notice for any underwater job. How do they expect us to fix sudden leaks or broken lines? Yesterday, a boat hit a buoy and we couldn't dive to check the damage right away. The delay cost the owner a lot of money and extra dock fees. It's like they think we can plan every single dive weeks out. Have they ever seen how murky the water gets after a storm? Now we're stuck waiting while problems get worse.
