Found a hidden government document about weather control buried in a 1987 patent filing

I was digging through old patent databases for a school project last fall and stumbled on a 1987 patent for an 'ionospheric heater' system. The weird part is the claims talk about manipulating jet streams and creating localized droughts, which sounds a lot like what HAARP got accused of later. I cross-referenced it with some declassified docs and found matching language in a 1990s Air Force report. Has anyone else found patents that seem to describe conspiracy theories before they were public knowledge?

Used to think government freqs were all encrypted anyway, so who cares. But some of the stories I've read about people pulling in random air traffic and emergency channels changed my mind. Now I kinda get why folks build these things just to see what's floating around.
