Man, is this really worth getting worked up over? One chip per bag is weird for sure, but it's not like he's eating half the bag or stealing your stuff. Maybe he just has some kind of thing where he can't open a bag without trying it. If it bugs you that much, just tell him to stop or keep your chips somewhere else.
