You said the pictures don't match the parts. Was that the main problem, or were the steps wrong too? That sounds even more annoying than just missing a piece.

What changed my mind from blaming just pictures was seeing the steps were wrong too.

Instruction manuals often have these problems with pictures and steps. Rushing production seems to cause more mistakes. The result is just extra hassle for people trying to follow along.
