Serious question, why do so many new builds skip the radon rough-in?

I was looking at a 2023 built duplex near Ellerslie Road last week and noticed the builder didn't even put the vent pipe stub in the basement floor. For the extra $150 to have it ready, seems like a no brainer. My own place in Summerside from 2016 needed a full mitigation system two years ago, cost me $1,900 with Radon Works. Has anyone else bought a recent build and had to deal with this later?
