Told a stranger their baby was cute and got a lecture about boundaries

Last Saturday at the Safeway on 12th Street I saw a mom with a chubby baby in a stroller. I smiled and said 'cute kid' like I do to anyone. She snapped at me saying it's creepy to talk to people you don't know. I stood there holding my 12 pack of soda feeling like an idiot. Since when did a harmless compliment turn into a boundary violation? Has anyone else gotten chewed out for basic small talk that used to be normal?
