Serious question, why do people think a budget means you can't have fun money?

My cousin in Phoenix told me she stopped budgeting because it felt too restrictive, so she just stopped tracking her spending altogether. She blew through her emergency fund in three months on random takeout and online shopping, and now she's stressed about rent. How do you explain that a good budget includes a line for guilt-free spending so you don't burn out?

Remember when everyone was obsessed with those tiny cupcakes that cost like eight bucks each? My friend swore she'd never spend that much, then her strict grocery budget made her snap and she bought two dozen in a week. That's what happens when you don't plan for a little stupid fun. A budget without a "who cares" line just makes you rebel harder. Your cousin probably felt so deprived by the plan that she went nuts the second she had any cash.
