My neighbor said he never waters his new grass seed and I think that's just wrong.

Honestly, it can work if you time it right with the rain. I mean, nature watered lawns for a long time before hoses were a thing. Maybe your neighbor just got lucky with the weather.

Yeah, my lawn looked fine last year just going with the rain. You really just need a couple good downpours at the right time. It's not a perfect system, but it can save a lot of water.
